Strategic Planning and Executive Director Recruitment

The Rainbow Community Center of Contra Costa County is seeking an experienced strategic planning consultant to design and lead a planning process that will create our next organizational strategic plan.

One outcome of the strategic plan is identifying the required strengths and skills needed by our next Executive Director. This information will inform the related project, to recruit that new Executive Director. Consultants may submit a proposal for one or both consultant services. Rainbow has allocated $20,000 to $40,000 towards completion of these projects.

 

About The Rainbow Community Center

(Rainbow) Rainbow is a nonprofit, community-based organization (CBO) that provides services to the LGBTQ residents of Contra Costa County. Our mission is to build community and promote wellness among LGBTQ community members. We also engage in advocacy on issues affecting the local LGBTQ community.

Rainbow was founded in 1992 as a satellite office of the Berkeley-based Pacific Center and we became an independent 501(c)(3) agency in 1996. We have an annual budget of 1.2 million dollars with 85% provided through government contracts. We employ a staff of 13 FTEs (19 employees). The agency also has an annual cohort of 12 to 16 mental health interns, five contractors and an active volunteer pool of 30 – 50 participants. Our programs serve community members across the lifespan, with programs for youth, transitional age youth (TAY), adults, and seniors. We also operate a thrift store, evening HIV testing clinics, a food pantry and a mental health counseling clinic. Services are delivered in our Concord offices, a new satellite center in El Cerrito, and in a variety of community-based locations in partnership with local schools, churches and other CBOs. More than 1,200 people accessed our services in the past fiscal year and they made over 10,000 visits to our programs. LGBTQ youth represent 400 of our 1200 participants.

Currently, we have 7 voting board members, six board associates/advisors and two youth representatives. Our board is comprised of community members who bring their expertise to the agency with some members also representing consumers of the agency’s programs. The Rainbow Community Center builds community and promotes well-being among lesbian, gay, bisexual, transgender, queer and questioning (LGBTQ) persons and our allies.

 

Planning Needs

We are currently working from a strategic planning document that was developed in 2007. Board and staff have met the goals laid out in that plan and we are eager to develop a strategic plan that will guide our operations for the next three to five years. We are also facing changes in leadership with our current Executive Director announcing his retirement. He has been in leadership with the agency since 2006. We would like a planning process that can be completed by October of 2017 and recruitment and hiring process that would be completed by January 2018.

We want a process that will include the organization’s staff, board and key stakeholders, and that will create a map for the next stage of our organization’s journey. The level of detail in that map will be determined during negotiations with the selected consultant. We are also hopeful that the consultant will help us develop metrics that can be used to help train and evaluate our new E.D.

Key goals of the strategic planning process are to determine core services of the agency from among our many current program offerings (social and support, youth services, mental health services, volunteerism, advocacy or care for the aging and vulnerable). We hope to enhance our message and branding and move away from government grants and toward a more diversified funding base. We are also committed to expanding our vision and mission in ways that will help the agency become a leader in addressing issues of race, class, gender and ageism (intersectionality) within the LGBTQ+ community.

If the consultant has the needed skills we would also like to include recruitment and hiring of our next E.D. as a second installment in the consultant process. Alternatively, at the appropriate point in the planning project we will be bringing on a second consultant to execute this task. If two consultants are used, recommendations from the strategic planning consultant will be given serious consideration in selecting the recruiting consultant.

 

Recruiting Needs

As we replace our Executive Director, we want to be assisted by a consultant familiar with the process of replacing key staff in an agency with a strong agency culture. If the recruiting consultant has not also been in charge of the strategic plan process, we would expect the recruiter to become familiar with all parts of the plan, if possible through attending one or more planning meetings prior to finalization of the plan, not just the parts that will guide selection of the Executive Director.

Experience with the LGBTQ+ community, especially in the Bay Area, will be a real asset that will contribute to the success of this effort. Working on a limited nonprofit budget, we will be looking for an Executive Director who values our work over salary or status. We need just the right consultant to help us find just the right new leader.
